Client: Former General Commissioner --Chief Superintendent (CG), Then in 1998 the the Rijkswacht/Gendarmerie--now the Belgian Federal Police (After 2001), Lieutenant General Willy Deridder.

Client: Paul Van Thielen, Retired, Belgian Defense Forces, then Belgian Air Force--now the Belgian Air Component.

Client: then the Wavre gendarmerie, Thorembais-Gembloux District, 1998.

Significance: In the late Spring of 2002, Retired General Deridder, accompanied by Commissioner Van Thielen and a retired Kolonel Remy of the then recently reorganized Belgian Rijkswacht/Gendarmerie flew to Phoenix Sky Harbor International Airport and subsequently met with me in a private home in Southeast Mesa, Arizona. They brought with them videos taken in 1998 from both police personnel on the ground in Charleroi and from gun camera footage taken by two Belgian air force F-16A Fighting Falcon fighter planes. A woman Gendarme Commissioner was with them by the name of Catherine De Bolle. She functioned during the course of that evening in a sort of "Executive Assistant" mode.

The videos showed one and later two "Trianguloid" disc vehicles operating in the darkening evening skies above Charleroi which appeared unusually "Transparent" against the background of the post-sunset dusk. They wanted me to "Sketch" my impressions and spoke of military aircraft scrambling procedures, time hacks, and policy concerning unknown or unidentified air traffic otherwise known as OVNIs in Western Europe. OVNI stands as an Acronym with a Multilanguage Definition: OVNI, Objeto Volador No Identificado (Spanish: Unidentified Flying Object). OVNI, Objet Volant Non-Identifié (French: Unidentified Flying Object), or simply "Das UFO," in German.

All parties stated that the then-current and "First" Chief Commissioner, Luc Malliet, of the then-new Belgian Federal Police refused to participate in this activity in Mesa due to "Political Complications" with Belgium's Interior Ministry back home.

Charleroi is a Belgian city in the Walloon province of Hainaut. On the central Place Charles II, the art deco City Hall has a belfry with a carillon chiming fragments of Belgian folk songs. Also on the square, St. Christopher’s Church is known for the large gold-leaf mosaic in the choir. Nearby, the Museum of Fine Arts focuses on 19th- and 20th-century Belgian painters and has a sizable René Magritte collection.
